Governance

The governing body of Colleges of Technology is comprised of a Board of Trustees (BoT), Undersecretary, the Directorate General for Technological Education (DG), the Technical Committee (TC) and the College Council (CC).

Board of Trustees

The Board of Trustees is responsible for setting the strategies and policies of the College and following up on their implementation. The Board is chaired by H.E. the Minister of Manpower. The membership includes the Undersecretary, the Director General, the Deans of two Colleges of Technology, and members from various public and private institutions. The Board seeks the assistance of specialists and experts by inviting them to its meetings without granting them the right to vote. The BoT meets at least four times a year, or as deemed necessary.

Undersecretary

As Deputy Chairman of Board of Trustess, the Undersecretary will generally supervise the progress of ACT and follow-up the implementation of its plans, programs, objectives, and the quality assurance measures.

Director General of Technological Education

The Director General is responsible for the smooth running of the College. He supervises the implementation of the rules and regulations, the decisions issued by the BoT, and makes decisions that facilitate the ongoing work within his authority in consultation with Undersecretary.

Technical Committee

The Technical Committee is chaired by the Director General with membership of all Deans of Colleges of Technology. The committee looks into any difficulties arising during the implementation of academic programs or in meeting the practical requirements of the Colleges of Technology. Recommendations of the Technical Committee, if any, are presented to the Undersecretary and acted upon only after the Minister’s approval. The committee meets when deemed necessary to discuss decisions and resolutions of the BoT and follow-up their implementation.

Management

ACT maintains an organizational structure that ensures a systematic administrative hierarchy is followed at all times. A wide range of communication channels are used by college management to provide transparency and provide a sense of ownership to the campus. The College is managed and supervised by the College Council, the College Dean, Assistant Deans, and Heads of Centers and Departments in compliance with the Bylaws of Colleges of Technology.

College Council

The College Council convenes on monthly basis to ensure that all activities are in line with its strategic direction, and to review all college functions and operations. It coordinates all activities in accordance with the Bylaws, Ministerial Decisions and regulations to ensure the attainment of its goals. The College Council membership, meetings, responsibilities and authority were established under Article 16 of the College Bylaws. See the college council.

Dean

The Dean manages the academic, administrative and financial affairs of the College in a way that ensures the smooth running of the college in compliance with the By-Laws. The Dean is authorized, in case of necessity, and after referring to the College Council, to invite whosoever is deemed necessary to attend the meetings of the College Council for consultation, without granting him/her the right to vote.

The Dean’s office has three Assistant Deans. They are the Assistant Deans for:

Assistant Dean for Academic Affairs (ADAA)

In addition to basic responsibilities and authority (Art. 11 of Bylaws), ADAA is also directly in charge of supervising the three academic departments:

Assistant Dean for Administrative and Financial Affairs (ADAF)

In addition to basic responsibilities and authority (Art. 12 of Bylaws), ADAF is also incharge of supervising the following departments:

Assistant Dean for Student Affairs (ADSA)

In addition to basic responsibilities and authority (Art. 13 of Bylaws), ADSA is also incharge of supervising the following departments:

Heads of Centers (HOCs)

In addition to his other responsibilities and authority, the Dean supervises the Educational Technology Center (ETC) and the English Language Center (ELC). This is in compliance with Article 17 of the Bylaws.

Heads of Academic Departments (HODs)

At all times, Heads of Academic Departments are in good communication with their Staff and different Departments and Centers, in good communication with the Dean and Assistant Deans, comprehensive and up-to-date with their departmental policies and procedures, consistent with the College Strategic Plan with regards to their departmental planning and operations.

Academic Department Council

In accordance with Article 23 of the Bylaws, ACT has Academic Department Councils. Each Academic Department Council is chaired by the Head of the Department (HOD) and has as its member of all Heads of Section (HOS).

Quality Assurance Office

In addition to the formal organizational structure, and to ensure the smooth and efficient functioning of the College, a Quality Assurance Office (QAO) is formed at the college level. The office supervises all Quality Assurance issues including the self-study project.

College Committees

The College Council has created Formal Committees in ACT pursuant to Art. 16 item 11 of the Bylaws in order to attend to specific issues and make recommendations. Nine committees are comprised of staff of Centers and Departments. These committees are:

  1. On-The-Job Training Committee (OJTC)
  2. Registration Committee (RC)
  3. Investigation Committee (IC)
  4. Disciplinary Committee (DC)
  5. Cultural Committee (CCo)
  6. Health and Safety Committee (HSC)
  7. Policy Development Committee (PDC)
  8. Quality Assurance Committee (QAC)
  9. Quality Assurance Executive Committee
